Performance Evaluation Form
I received a copy of the Mayor's proposed "Performance Evaluation for City Manager" form. It was faxed from Monte Akers' office and titled "Sample #3" indicating it is from a generic book. What I would really like to do is create an online poll version that people could fill out. Now that could be fun. Short of that, let me type in the list of factors that are included in the evaluation. For each factor, council is to rate him as: Outstanding, Exceeds Expectations, Meets Expectations, Needs Improvement, Unacceptable or Not Applicable. Comments are requested for all Unacceptable ratings.
This form was given to council members with the request to fill it out before the next meeting. It is likely that the next agenda will have an Executive Session to consider Sauceda's performance. I have some ideas on how to include citizens comments, but I would like to hear what readers think first. Keep in mind that the evaluation and decision is the sole responsibility of council. The administator reports to the collective council. Only council can hire and fire the administrator. We elected city council members to represent and serve our interests. The election in May is how we make sure council has our confidence.

Since the City Admin deals with the citizens frequently, it seems important to have input from those citizens as to the extent the CA responds to requests etc. If the CA ignores requests or does the old "I'll-get-back-to-you" dance he either shouldn't be in contact with "the people" or the Council must be willing to listen to "us" as to his performance. He does have a lot on his plate, and only works part time, he doesn't have time to listen to our concerns. His priority is city business not citizen business. It might be said the council is our contact, yet they don't have "office-hours" or a comfortable method to express ourselves to them.
Hey! What an excellent opportunity
for us to do a written appraisal of CA's performance submitting it to the mayor and council (who will probably refuse it). But let's do it anyway, and give it to each council member in time for next
meeting at which his job should come under review. Rob, would you like to suggest some items of performance that we might use? We could sign it "concerned citizens" or, better yet, with each participant's name, and have our spokesman present it from podium. What do you think?

So I have an idea. I created an online interactive evaluation form with one of those little mini-polls for each of the 22 questions. I could just put it online and let anybody vote as often as they like, but i feel that would be counterproductive. Detractors could rightly dismiss the whole thing as biased anonymous anger.
My idea is to allow anybody to fill out the form, but you would need to request a "ballot." All the answers would be compiled anonymously using the little poll tools from www.collwebtoys.com but it would cut down on hacking. it is not a perfect idea, but it gives the evaluation by citizens a little more integrity.
it would work like this, you would email me a request to fill out the form, i would email you a link to the poll that was just for you. after you voted, you could email me again to delete the link. this is not super secure, just politely secure. as long as everybody was cool with the process, it might get useful results. i would know who requested to fill out the form, but i would never see individual answers as they are compiled by this coolwebtoys online service like that last poll we had.
if we do this, it would be nice if people were thoughtful and not "Unacceptable" or "Outstanding" across the board. What do y'all think?
Let's run with the online interactive evaluation of BOTH Flo and the mayor...As Flo doesn't act without Dave, and as Dave spends far, far too much time at City Hall forcing Flo to spend his time managing Dave, I believe it helpful to evaluate both separately.

Let us harken back to the sexual harrassment suits in Del Rio against Flo. Recently told to me by a friend in Del Rio Flo told all the "girls" to wear Red on Fridays!
